Bruno Castanho e Silva In this seminar we will have PolBeRG veteran Sebastian Popa, currently researcher at the University of Mannheim, presenting a working paper on turnout in the last European Parliament elections. These elections presented an innovation, in that the major political groups offered lead candidates (`Spitzenkandidaten') for the presidency, hoping to increase turnout by having more personalized campaigns -- following the example of national parliamentary elections and party leaders. This paper investigates if the strategy was effective, and under which conditions.
